This board is for every and all members to use; you can be free to make suggestions as often as you wish, in fact it's encouraged to, we'd love you hear each of your suggestions! If you have a suggestion, don't send a message to staff, they will likely be busy and ill frequent this board to see if members have any ideas, just be patient and wait for help.
If you have a suggestion, you can post a thread to let staff see and either tell you if it's viable or otherwise; a member of staff will post on the post and other members should take advantage of the open posts to either add an idea to the main suggestion or to even say if they like that suggestion. If any member posts a suggestion which you don't like ignore it: however, if it is inappropriate report it.

post anything inappropriate, anything which may offend, or anything which is controversial {e.g; discuss sexuality, or similar, apart from anything it would be considered spam and is not connected to this board}
be inconsiderate, and offend other people's ideas.
hesitate to suggest anything!
post on someone's thread if your intention is to be rude or to tell them their idea is bad.

explain your suggestion in detail; it helps staff and may mean that your suggestion is fulfilled accurately.
add other suggestions to other member's ideas to make it better.
be kind to other members!
